Submit governance proposals for network upgrades, parameter changes, or community initiatives. Proposals require a minimum HLX threshold to create.
On-Chain Voting
Vote on active proposals using your staked HLX. Voting power is proportional to your stake, ensuring those with skin in the game have a voice.
Parameter Changes
Adjust network parameters such as block gas limits, staking minimums, and fee structures through democratic consensus among validators and stakers.
Treasury Management
Community-directed allocation of treasury funds to support ecosystem development, grants, partnerships, and public goods funding.
Network Upgrades
Coordinate hard fork upgrades and protocol improvements through governance signals, ensuring smooth and community-approved network evolution.
Emergency Actions
Fast-track governance process for critical security issues or emergency parameter adjustments, requiring a supermajority validator vote.

Development timeline for on-chain governance
Phase 1 -- Foundation
CompleteNetwork launch with PoS consensus, 64 validators operational, Deneb fork active. Core infrastructure established with EVM compatibility and block explorer.
Phase 2 -- Governance Framework
In ProgressDesign and development of the governance smart contract suite. Defining proposal structures, voting mechanisms, quorum requirements, and timelock parameters.
Phase 3 -- Testnet Governance
PlannedDeploy governance contracts to testnet for community testing. Run mock proposals and voting rounds to validate the system before mainnet deployment.
Phase 4 -- Mainnet Launch
PlannedDeploy audited governance contracts to mainnet. Enable proposal creation, on-chain voting, and automated execution of approved proposals via timelock.
Phase 5 -- Full Decentralisation
